On/Off Chemtrail Jets: part of USAF's plan to own weather?

Video was taken in Winter Park Florida on 7/7/08; between the morning hours of 0700 and 0830.
Where I am, you can't help but wonder why the USAF and the Department of Energy, work hand in hand at spraying the atmosphere with jets that are obviously turning the spray on and off.
Some interesting reading is in a document that was presented to the Air Force called, Air Force 2025.
The document starts off with a disclaimer, however read the document and decide for yourselves if the USAF has already started doing what is written in the document.
